Only a few days after Russian President Dmitry Medvedev and Obama went to Ray’s Hell Burger to bond and eat some dead animals, 10 Russian spies are arrested.

The alleged “deep-cover” spies are accused of working for the SVR, the Russian Federation version of the CIA. Mikhail Fradkov, director of the SVR, reports directly to Mr. Medvedev. {more}

Their job, according to the court papers in the case, was “to search and develop ties in policymaking circles” in the United States.

Each of the 10 was charged with conspiracy to act as an agent of a foreign government, which carries a maximum penalty of five years in prison on conviction.

Federal law prohibits individuals from acting as agents of foreign governments within the United States without notifying the U.S. attorney general.{more}

Develop ties in  policymaking circles to influence policy, acting as agents of foreign governments? Now where have I heard about other groups seemingly doing the same thing.

Oh yeah, AIPAC.

If the FBI and the Justice Department are finally cracking down on these un-American foreign agent spies, then the arrest of hundreds of AIPAC foreign agents must be imminent.

Or maybe since the ‘antics’ of Israel are getting a little too hot and the talk about Israel’s history of spying in America is increasing, it’s time to show the public that they’re not the only spies in town.

Heck, those Russians may have been planning the next 9/11 and I bet they would have filmed/documented the event and danced and sang as they were doing it.

What’s the big deal? We don’t have spies in Moscow?

And what about that Israeli/American spy Jonathan Pollard? Isn’t he still locked up?

Might as well let him go. Just like all the Mossad agents picked up immediately after 9/11 were set free to go back home.

CIA Gets in Your Face(book)

Since December 2006, the Central Intelligence Agency has been using Facebook.com, the popular social networking site, to recruit potential employees into its National Clandestine Service. It marks the first time the CIA has ventured into social networking to hire new personnel.

The CIA’s Facebook page (login required) provides an overview of what the NCS is looking for in a recruit, along with a 30-second promotional YouTube video aimed at potential college-aged applicants. U.S. citizens with a GPA above 3.0 can apply.

“It’s an invaluable tool when it comes to peer-to-peer marketing,” says Michele Neff, a CIA spokeswoman.

The NCS, one of the four directorates of the CIA, was established following 9/11 to gather intelligence from sources both domestic and abroad. In 2004, President Bush directed the CIA to increase the “human intelligence capabilities” of the agency and hire more officers that can “blend more easily in foreign cities.”

Who’s funding these ‘Net ventures? We the People, for one, thru some of that money that’s being looted from Wall Street CIA fronts, like AIG.

Just like the CIA used the 1980’s Savings and Loan scandal to loot billions and billions of bucks from We the People and use their CIA fronted S & L’s to launder money made from illegal drug sales from South American cocaine.

Yes, that’s our CIA, always on the front lines, fighting for American “interests.”

More like the interests of the Bush and Clinton gangs, Boeing, GE, Chase Manhattan, AT & T and other Fortune 500 mobsters.

The CIA Recruits Spies on the Radio

Being a spy may involve assumed identities and coded messages, but becoming a spy isn’t exactly top-secret business. These days, in fact, all you have to do if you’re interested in this particular career path is turn up your radio. The CIA is running ads on stations across the country for jobs in its clandestine service.

The campaign is the first by the agency under its new director, Leon Panetta, who has said he would like to recruit more people with foreign-language skills as well as more minorities.

The agency is not lacking for applicants; it gets more than 100,000 resumes a year, and the number is growing fast. Little says if current trends hold, there may be a 40% to 50% increase in applications this year over 2008.

The CIA holds about 2,000 recruiting events a year, many of them at colleges and universities. It also advertises, selectively, on television, in print and even on airport billboards. The outreach extends to new media as well. more

Great care is also taken to encourage “DARE Kids” to act as the eyes and ears of the state in the home, willing not only to refuse drugs when offered to them but also to report drug-related misconduct therein to the police

On more than a few occasions, DARE Kids have emulated the example of the patron “saint” of the Young Pioneers, Pavlik Morozov (depicted in the statute at right), the youngster who was feted by Stalin for informing on his own father, Trofim, for some variety of anti-Soviet behavior.

Pavlik’s contemporary American disciples have been known to rummage through their parents’ liquor cabinets and other personal effects in search of various mood-altering substances not presently sanctioned by the State.

The target of any domestic “war” is individual liberty, and the DARE program serves as a form of crypto-conscription. It is intended to turn impressionable children into little footsoldiers on behalf of the state’s latest campaign against liberty, whatever form that campaign might take. Militarism permeated the proceedings at the March 30 DARE graduation at Payette High School.

The opening flag ceremony included not only the Stars & Stripes, but also the official institutional banners of all five armed services, each of which was the subject of a lengthy and pious eulogy. No overt explanation was given as to why the military banners were displayed at a counter-narcotics event; none was really necessary — this is a “war,” after all.

Roughly 120 fifth-grade students had been dragooned into taking DARE and attending the ceremony. Awards and prizes of every conceivable kind were handed out in such volume that one suspected the event was modeled after the Do-do’s “Caucus-Race” from Alice in Wonderland, in which everyone wins and everyone gets a prize.

Four students were singled out to read brief essays in praise of DARE’s transcendent goals and the supernal wisdom displayed by its creators and facilitators, each of which ended with a pledge to remain “drug and violence free.”

This prompted me to wonder what would happen if a “DARE kid” were to use the assertiveness tools taught by the program to resist a school-mandated ritalin prescription: “No! I won’t take that
reliably lethal, over-prescribed Schedule II narcotic! I’m a DARE kid! I took a pledge to be drug-free!”

Color me incurably cynical, but I doubt school officials would commend such a child for his strength of character as they had him dragged bodily to the nearest government-sanctioned narcotics distribution point.

Likewise, it’s doubtful that, after military conscription is re-imposed a few years hence, DARE kids will be permitted an exemption on the grounds of their sacred pledge to be “violence-free.” The unspoken but obvious codicil to that pledge, of course, is that kids will eschew all drugs save those the government forces on them, and will abstain from all violence except that authorized by and serving the interests of the state.

I’ll wager that many of the plots in the imperial graveyard in Virginia are filled with the mortal remains of “DARE kids” whose lives were squandered in carrying out some exercise of criminal violence on behalf of the state.

Although it pays frequent lip service to the importance of families and others in a child’s “support system,” DARE unflinchingly promotes the primacy of the state as moral tutor.

Relatively junior council officials are giving permission for operations to spy on people.

Thousands of middle managers in local councils are being authorised to spy on people suspected of petty offences using powers designed to prevent crime and terrorism.

Even junior council officials are being allowed to initiate surveillance operations in what privacy campaigners likened to Eastern bloc police tactics.

Councils are increasingly allowing anyone of a “service manager” grade rather than high-ranking officials with a legal background to authorise surveillance operations. Relatively junior council officials are giving permission for operations to spy on people, their homes, obtain their telephone records and discover who they are e-mailing.

Last year, councils and government departments made 12,494 applications for “directed surveillance”, according to figures released by the Office of the Surveillance Commissioner.

“Spying by councils is just assumed to be the norm. It seems we’ve given up these freedoms to stop our streets being covered in dog s***.

Bush tried Operation TIPS and failed. Look for Obama to re-establish a similar program with a new name and a more hidden agenda. Perhaps the ‘Give Act‘ will present that opportunity.

Operation TIPS, where the last part is an acronym for the Terrorism Information and Prevention System, was a failed program designed by President George W. Bush to have United States citizens report suspicious activity. It came under intense scrutiny in July 2002 when the Washington Post alleged in an editorial that the program was vaguely defined and was cancelled after concerns over civil liberties violations.

The program’s website implied that US workers who had access to private citizens’ homes, such as cable installers and telephone repair workers, would be reporting on what was in people’s homes if it were deemed “suspicious.” The initial start of the program was to be August 2002 and would have included one million workers in ten US cities and then to be expanded.

Operation TIPS was accused of doing an “end run” around the United States Constitution, and the original wording of the website was subsequently changed. President Bush’s then-Attorney General, John Ashcroft denied that private residences would be surveilled by private citizens operating as government spies. Mr. Ashcroft nonetheless defended the program, equivocating on whether the reports by citizens on fellow citizens would be maintained in government databases. While saying that the information would not be in a central database as part of Operation TIPS, he maintained that the information would still be kept in databases by various law enforcement agencies.

The databases were an explicit concern of various civil liberties groups (on both the left and the right) who felt that such databases could include false information about citizens with no way for those citizens to know that such information was compiled about them, nor any way for them to correct the information, nor any way for them to confront their accusers. more

"Our Town" is now ‘safe’

Back on Dec. 9 I wrote that ‘Big Brother is Coming to Town.’ Surveillance cameras courtesy of homeland security for a little rural town of less than 300 people in order to ‘protect us.’

The city council didn’t waste a lot time.

From the local newspaper:
“The County 911 Director met with the council with a proposal for installing a security camera system at strategic locations. The council reviewed the proposal and accepted it at a cost of $2,749.”

Even with all of the homeland security money floating around, we still have to pay our ‘fair share’ of the costs. The only source of town taxes is the one store we have. I’ll have to thank them for their contribution the next time I’m in there.

I’ll have to do a little research but there may not be many towns smaller than ours with a full camera security system.

Sort of makes us ‘special.’

Report: Surveillance Society Running Rampant

If you think you’re being watched, you’re probably right.

The American Civil Liberties Union posted a website Monday showing that government-financed surveillance cameras are running rampant across the United States.

All the while, studies suggest they do nothing to cut down on violent crime. San Francisco, for example, has spent $700,000 for dozens of public cameras, but a University of California study (.pdf, 187 pages) just concluded there was “no evidence” they curtailed violent crime.

“Violent incidents do not decline in areas near the cameras relative to areas further away,” added the study, which noted the cameras helped police bring charges against six people accused of felony property crimes. “We observe no decline in violent crimes occurring in public places.”

But the report did show that, over the past two years, property crimes such as burglary and muggings dropped an estimated 24 percent in areas within 100 feet of San Francisco camera locations.

The ACLU’s website, “You Are Being Watched,” shows a map of the 50 U.S. states with links to news accounts about where surveillance cameras are in each state. The federal government has given state and local governments $300 million in grants to fund an ever-growing array of cameras.

Barry Steinhardt, director of the ACLU’s Technology and Liberty Program, said in a telephone interview that, while the cameras have helped nab suspects, he believes they provide a false sense of security.

“It’s the illusion of security … public authorities like to give the impression they are doing something about crime and terrorism,” Steinhardt said.

He said it is impossible to quantify exactly how many government-backed surveillance cameras are in the public right of way, but they are in virtually every U.S. state.

Two questions posed on the ACLU site ask: “Do we want a society where an innocent individual can’t walk down the street without being considered a potential criminal?” and “Do we want a society where people are comfortable with constant surveillance?”

Why do our Congress and Administration officials not follow the will of the people and the constitution?

Besides the usual bribes and payoffs, there is the continuing blackmail and threats to those not smart enough to keep their deepest secrets and actions to themselves. Spying on Americans definitively includes all of Congress and their staff, administration officials and judges. Israel leads the way in holding anything that may be compromising over their heads. Intelligence services are also a big part of the equation.

As I have often said before, government officials are scared for their lives.

Death by assassination, plane crashes, car wrecks, ‘suicides’, ‘natural causes’ and don’t forget anthrax. These looming threats are a deciding factor in the silent conspiracy holding our government for ransom.

Play the game as you are told or face the possibility of death.

The Orwellosphere: Anglo-American Drive to ‘Total Security State’ Rolls On

In the whirlwind of anxiety and confusion surrounding the global economic meltdown, one thing is certain: governments will use the crisis to augment their own power.

This may occur directly, as with the Bush-Paulson bailout plan, which gives the Treasury Secretary virtually unlimited and unsupervised power to give billions of taxpayer dollars to his cronies on Wall Street, while also allowing him to override the few restrictions left on the machinations of raw greed in the financial markets. (Yes, of course, all of this will change completely after Barack Obama is elected: instead of Hank Paulson and George Bush doling out bailout pork to their Wall Street pals, a brand-new Treasury chief and Obama will be doling out bailout pork to their Wall Street pals.)

But the economic freak-out will also be employed as a distraction, with governments using it to enact measures hugger-mugger while public attention is obsessively focused elsewhere. A prime — and chilling — example of this can be found in a new law slouching its way through the legislative process in Britain, where it is likely to emerge in the stark light of day next year. And it is a very rough beast indeed; the measure will, as Jenni Russell puts it in the Guardian

[create a] centralised database that will track, in real time, every call we make, every website we visit, and every text and email we send. That information will then be stored and analysed – perhaps for decades. It will mean the end of privacy as we know it.


Or rather, what’s left of privacy as we used to know it. And Americans should not take comfort in the fact that this truly Orwellian law is being prepared across the sea. Britain has long been a bellwether for repressive measures in the United States, blazing a path on detention without charges, omnipresent camera surveillance, “strenuous interrogation,” and other liberty-stripping “counterterrorism” measures, many of them honed in the glory days of the dirty war with the IRA. Russell outlines in grim detail the full implications of the bill being pressed forward by the “progressive” Labour government:

In the name of the fight against crime, and the fight against terror, we are all to be monitored as if we could be suspects. Computers will analyse our behaviour for signs of deviance. The minute we become of interest to anyone in authority – perhaps because we take part in a demonstration, have an argument with a security guard at an airport, spend too long on a website, or are witness to a crime – the police or the security services will be able to dip into our records and construct a near-complete pattern of our lives.


Russell also notes a salient point of this measure — and also of the plethora of other “security” strictures that are increasingly binding the lives of the citizens of the Western democracies: to instill fear and obedience, not only by the application of outside force, but more horribly, from within.

Stop and consider this for a moment. Think about how happy any of us would be to have our lives laid out to official view. All our weaknesses, our private fears and interests, would be exposed. Our web searches are guides to what is going on in our minds. A married man might spend a lot of time on porn websites; a successful manager might be researching depression; a businessman might be looking up bankruptcy law.

We all have a gulf between who we really are and the face we present to the world. Suddenly that barrier will be taken away. Would a protester at the Kingsnorth power station feel quite so confident in facing the police if she knew that the minute she was arrested, the police could find out that she’d just spent a week looking at abortion on the web? Would a rebel politician stand up against the prime minister if he knew security services had access to the 100 text messages a week he exchanged with a woman who wasn’t his wife? It isn’t just the certainty that such data would be used against people that is a deterrent, it’s the fear. As the realisation of this power grew, we would gradually start living in the prison of our minds.


That last sentence is a shattering truth of our times — again not only in Britain but also in the land of “free speech zones” wrapped in razor wire, where security forces raid privates homes in “pre-emptive” strikes against potential protesters, and trigger-happy tasers silence citizens speaking uncomfortable truths to the powerful.

As Russell notes, the proposed new law — which is being smuggled into the government’s legislative program with almost no debate at all — is “only the worst manifestation of an official intrusion into our lives that is just about to hit us, but of which we seem strangely unaware.” And again, the UK is leading the way:

The UK’s network of speed cameras will soon be able to track every journey we make by road under the automated number-plate recognition system. Mobile network records can already place us, at any time, within 100 yards of our phone’s location. The ID database will record every time we go to a hospital or a benefit centre, fill in a prescription or a draw a large sum from a bank. The children’s database will give access to every piece of gossip or fact about our children or their family, perhaps in perpetuity. It will record that an older sister may be alcoholic, or that a father is in jail, or that a 14-year-old is thought to be having sex. Nobody will be able to break free of this information about their past.

Most alarming of all, for its breadth of knowledge about us, the NHS database will give hundreds of thousands of staff the ability to discover when we lost our virginity, the drugs we’re on, our mental health history.


Once more, Russell zeroes in on a salient fact about the growing Anglo-American Orwellosphere:

None of this information will be safe, because we know three things about the mass collection of data. The first is that the authorities will mine it where it suits them. The second is that the data will be lost. And the third is that it will leak.


Already in America, more than 400,000 people (by the most conservative estimate; the real number is likely far higher) are now on a highly secretive “terrorist watch list” — compiled arbitrarily by unknown officials, using unknown criteria (or none at all), for unseen ends. And of course, the American government has been conducing widespread, warrantless, unregulated, and patently illegal surveillance against multitudes of its own citizens for years. This KGB-style operation — openly acknowledged by the president himself — was later given ex post facto “legitimacy” by the Democratic-led Congress, which also granted blanket immunity for the corporations which aided and abetted the criminality. It was one of the most shameful Congressional actions in a decade jam-packed with them — and Barack Obama supported it fully.

As Russell rightly notes of such measures:

I’m all for the targeted pursuit of crime and terror, but this isn’t it. This is a multibillion-pound misuse of the state’s time and our money which will fundamentally damage our freedom to think and to act.


Here again is the crux of the matter. The relentless barrage of “security” measures being heaped upon the British and American people will have almost no effect on terrorists and organized crime, which are their ostensible targets. As always, terrorists and criminals will game the system, whatever it is, finding ways to work around it, outside it — and within it. What then is the real purpose of these measures? We took up this question here a couple of years ago:

With each passing day, it becomes more evident that the main purpose behind Bush’s illegal, warrantless domestic spying program is not collecting intelligence on terrorists and would-be terrorists – a task for which the government’s existing draconian powers of surveillance were more than sufficient. As many people have noted, Bush already possessed the legal right to order the immediate surveillance of any person in the country, subject to the sole restraint of having to seek approval from the secret FISA court within 72 hours. Given the established record of this court’s near-total acquiescence to thousands of such requests over the years, it is simply impossible to believe that it would not grant its ex post facto approval to any surveillance ordered by Bush which had even the most tenuous connection to a potential terrorist threat.

This undeniable reality leaves us with only one logical conclusion: Bush’s secret spy program is designed for activities not covered by FISA’s copious security blanket. It is now apparent that these activities include using the vast powers of federal, state and local governments to spy on the Bush Administration’s perceived political “enemies” – a vast group, given that the Bushist definition of an “enemy” is anyone who opposes any of their policies.


Again, we must note that the Democratic presidential candidate voted for the measure which “legitimized” this program. Therefore it seems highly unlikely that he will suddenly act to overturn it or de-legitimize it once he is in office — much less prosecute any of the perpetrators of this vast criminality. It goes without saying that John McCain will also embrace this program, and all other accelerations of the Total Security State now descending upon us.

I: Main Core and PROMIS

Suppose that the United States Government, or more likely an unaccountable privatized intelligence colossus empowered by the reaction to the 9/11 attacks and fueled by the rampant cronyism of a system long ago gone rotten had a surveillance tool capable of peering into the most private aspects of American lives on a whim. Now suppose that the new growth industry of a previously unthinkable futuristic police state was already in place, is fully operational and has in fact been online and has been actively utilized for illegal domestic spying purposes for years, and that it was being used well before those two airplanes slammed into the World Trade Center.

The ‘terrorist’ attacks were then and have been used as the justification for every unconstitutional reigning in of civil liberties ever since that heinous September morning seven years ago when the reset button was hit on two and a quarter centuries of American history and we all stepped forth into the brave new world of perpetual war, fear, suspicion and vengeance into a parallel reality in a place that would come to be ominously known as The Homeland. What if this surveillance industrial complex was in possession of a database that was so large and so powerful that not only could it instantly process and retrieve the most minute or intimate aspects of a citizen’s lives but was also able to utilize extremely sophisticated artificial intelligence capabilities to actually predict likely patterns of future behavior.

Such a huge database would be able to use cutting edge technology funded with taxpayer dollars and awarded to unaccountable private corporations largely through ‘business as usual’ no bid contracts to create the most invasive tool of oppression this country has ever seen. This database would rely on software that was capable of performing social network analysis based on block modeling technology to monitor all forms of electronic communications, all internet searches, all debit and credit card transactions, all travel arrangements, all library records, all bank activity and all telephone records. It would then be able to use the data to not only find links between persons who already know and interact with each other but to categorize each individual into a particular group that possess similar behavioral and purchasing habits. These groups could then be further divided into subgroups and further analyzed in order to determine under some loosely defined and largely unknown guidelines whether they could potentially represent a threat. While all of this may sound like some sort of futuristic dystopian nightmare straight out of Philip K. Dick’s Minority Report and “Precrime” it is very real and it goes by the name of Main Core. For example, if you are selling a bicycle and run an advertisement in your local newspaper and you happen to receive a call from a Muhammad who is interested in your bicycle and Muhammad happens to have certain friends who have relationships with an organization that is determined by some unknown criteria to be a potential terrorist organization then the call that you received from Muhammad would then in all likelihood place you in the database and subject to an increased level of scrutiny at best and at worst in jeopardy of being picked up and held indefinitely without any sort of judical review.

This techoology is being used today absent any form of legitimate oversight, with a Constitution that has been eviscerated by the Bush-Cheney-Rove Axis of Evil, a vast gulag network of top secret prisons and ‘detention facilities’ and the decidedly anti-American new phenomenon of state sanctioned torture. Throw in an overworked, systematically dumbed-down populace that has been propagandized by the corrupt institution that is the corporate media machine with it’s clever use of fear and loathing and scientific development of advanced mind control techniques who despite the infinite wisdom of our forefathers would gladly sacrifice their liberty for the any sort of temporary safety (no matter that it is fleeting) and there exists today in ‘The Homeland’ a perfect petri dish for an authoritarian fascist society.

It is though a very sophisticated form of fascism unlike more outwardly obvious regimes that we have known in the past. Author Bertram Gross published a book back in 1980 that was entitled Friendly Fascism, Jim Garrison once said that “fascism would come to America in the name of national security”, and author Kevin Phillips in his 1983 book Post-Conservative America warned of the potential of an “apple pie authoritarianism” and a coming society in which: “the Star Spangled Benner would wave with greater frequency and over many more parades; increased surveillance would crack down on urban outbreaks and extreme political dissidents”. This very accurately describes post 9/11 America where any semblance of reason has been abandoned for cheap flag-waving pimped off as patriotism, criticism of authority has made into potential treason by the highly paid shills for neoconservative doctrine, sloganeering and demagoguery have replaced discourse, critical thinking is becoming extinct and just as George Orwell so accurately predicted Big Brother is now watching over us, protecting us and ensuring that we understand that war is peace, freedom is slavery and ignorance is strength.

But I digress…

Main Core has received attention in two recent articles, one a piece by investigative journalist Christopher Ketcham entitled The Last Roundup (which also looks at Continuity of Government programs but more on that in a little while) and Tim Shorrock entitled Exposing Bush’s Historic Abuse of Power. Both articles tie Main Core to the now legendary PROMIS software, an extremely advanced program designed to aid federal prosecutors in case management tracking. PROMIS could pull and put together a wide range of data from disparate sources into a single record. The PROMIS software was created by INSLAW Inc., a company owned by a former NSA intelligence officer named William Hamilton. PROMIS was to have been licensed to the U.S. government in the early 1980’s before the technology boom became widespread but was then stolen by the seamy officials in Ronald Reagan’s Justice Department. The software was modified for espionage purposes to include a ‘back door’ that could be used for spying on those that it was sold to and in a detail that should be especially relevant with the economic crisis that threatens to crash the global financial system, the software could also be used to track in real time (in order to manipulate?) stock market transactions, once can certainly speculate as to how such a tool could have contributed to an economic catastrophe as we are now facing if it were used for such a thing. It is important to keep in mind the period when PROMIS was stolen in the early 1980’s and the fact that the techology boom was still years in the future which should give one an idea to just how far advanced and therefore how important that it was to those who would use it in order to promote a sinister agenda.

Mr. Shorock’s piece goes into the relationship between PROMIS and Main Core in some detail:

According to William Hamilton, a former NSA intelligence officer who left the agency in the 1970s, that description sounded a lot like Main Core, which he first heard about in detail in 1992. Hamilton, who is the president of Inslaw Inc., a computer services firm with many clients in government and the private sector, says there are strong indications that the Bush administration’s domestic surveillance operations use Main Core.

Hamilton’s company Inslaw is widely respected in the law enforcement community for creating a program called the Prosecutors’ Management Information System, or PROMIS. It keeps track of criminal investigations through a powerful search engine that can quickly access all stored data components of a case, from the name of the initial investigators to the telephone numbers of key suspects. PROMIS, also widely used in the insurance industry, can also sort through other databases fast, with results showing up almost instantly. “It operates just like Google,” Hamilton told me in an interview in his Washington office in May.

Since the late 1980s, Inslaw has been involved in a legal dispute over its claim that Justice Department officials in the Reagan administration appropriated the PROMIS software. Hamilton claims that Reagan officials gave PROMIS to the NSA and the CIA, which then adapted the software — and its outstanding ability to search other databases — to manage intelligence operations and track financial transactions. Over the years, Hamilton has employed prominent lawyers to pursue the case, including Elliot Richardson, the former attorney general and secretary of defense who died in 1999, and C. Boyden Gray, the former White House counsel to President George H.W. Bush. The dispute has never been settled. But based on the long-running case, Hamilton says he believes U.S. intelligence uses PROMIS as the primary software for searching the Main Core database.

Hamilton was first told about the connection between PROMIS and Main Core in the spring of 1992 by a U.S. intelligence official, and again in 1995 by a former NSA official. In July 2001, Hamilton says, he discussed his case with retired Adm. Dan Murphy, a former military advisor to Elliot Richardson who later served under President George H.W. Bush as deputy director of the CIA. Murphy, who died shortly after his meeting with Hamilton, did not specifically mention Main Core. But he informed Hamilton that the NSA’s use of PROMIS involved something “so seriously wrong that money alone cannot cure the problem,” Hamilton told me. He added, “I believe in retrospect that Murphy was alluding to Main Core.” Hamilton also provided copies of letters that Richardson and Gray sent to U.S. intelligence officials and the Justice Department on Inslaw’s behalf alleging that the NSA and the CIA had appropriated PROMIS for intelligence use.

Hamilton says James B. Comey’s congressional testimony in May 2007, in which he described a hospitalized John Ashcroft’s dramatic standoff with senior Bush officials Alberto Gonzales and Andrew Card, was another illuminating moment. “It was then that we [at Inslaw] started hearing again about the Main Core derivative of PROMIS for spying on Americans,” he told me.

Through a former senior Justice Department official with more than 25 years of government experience, Salon has learned of a high-level former national security official who reportedly has firsthand knowledge of the U.S. government’s use of Main Core. The official worked as a senior intelligence analyst for a large domestic law enforcement agency inside the Bush White House. He would not agree to an interview. But according to the former Justice Department official, the former intelligence analyst told her that while stationed at the White House after the 9/11 attacks, one day he accidentally walked into a restricted room and came across a computer system that was logged on to what he recognized to be the Main Core database. When she mentioned the specific name of the top-secret system during their conversation, she recalled, “he turned white as a sheet.”

An article in Radar magazine in May, citing three unnamed former government officials, reported that “8 million Americans are now listed in Main Core as potentially suspect” and, in the event of a national emergency, “could be subject to everything from heightened surveillance and tracking to direct questioning and even detention.”

The INSLAW/PROMIS story reached deep into the darkest bowels of an increasingly secretive and malevolent National Security State that had manifested itself in the Reagan administration, the arms for hostages ‘October Surprise’ deal that sank Jimmy Carter’s bid for re-election leading to the Reagan-Bush hostile takeover of America, Iran-Contra, BCCI, media manipulation (see Robert Parry’s excellent special report for Consortium News entitled Iran Contra’s ‘lost chapter’), Oliver North’s swashbuckling adventures with C.O.G., drugs for guns and subversion of Congress all were components of Reagan’s government, a government that he hypocritically railed against for its intrusiveness and yet presided over while the shadow government that would rise again with the Supreme Court installation of George W. Bush as president with many of the key operatives of Reagan and George H.W. Bush’s dark shops of oppression being given key positions in this brazenly lawless administration that has brought America to the brink of fascism.

Ketcham’s The Last Roundup is particulary of interest in that he examines the now infamous 2004 visit of Bush administration officials Alberto Gonzalez and Andrew Card to the hospital room of Attorney General John Ashcroft who had been stricken with pancreaitis after acting A.G. James Comey refused to sign off on the reauthorization of what was an illegal surveillance program related to Continuity of Government. The story is fascinating in that it not only illustrated the length to which the Bush-Cheney junta would go to in order to keep their dirty little programs in place but also for the high speed chase through the streets of Washington and the race up the hospital stairs that Comey engaged in to beat Gonzalez and Card to the sedated Ashcroft to take advantage of a sick man, when John Ashcroft actually comes out looking like a heroic figure it becomes very apparent of just how grossly un-American that this flagrantly criminal administration truly is. James Comey went on to give testimony to Congress over the hospital room showdown and more details are available from blogger Glenn Greenwald in his piece entitled What illegal “things” was the government doing in 2001-2004? and in Barton Gellman’s new book Angler and exerpts were recently published in the Washington Post which part one and part two can be read for more information on the back story behind the surveillance reauthorization. Murray Waas also has done a story on whether former Attorney General Gonzalez created a set of falsified notes to provide a cover story for what occurred while trying to bully Comey and Ashcroft into signing off on the obviously illegal surveillance program.

Excerpts from Ketcham’s story are chilling:

According to a senior government official who served with high-level security clearances in five administrations, “There exists a database of Americans, who, often for the slightest and most trivial reason, are considered unfriendly, and who, in a time of panic, might be incarcerated. The database can identify and locate perceived ‘enemies of the state’ almost instantaneously.” He and other sources tell Radar that the database is sometimes referred to by the code name Main Core. One knowledgeable source claims that 8 million Americans are now listed in Main Core as potentially suspect. In the event of a national emergency, these people could be subject to everything from heightened surveillance and tracking to direct questioning and possibly even detention.

Of course, federal law is somewhat vague as to what might constitute a “national emergency.” Executive orders issued over the past three decades define it as a “natural disaster, military attack, [or] technological or other emergency,” while Department of Defense documents include eventualities like “riots, acts of violence, insurrections, unlawful obstructions or assemblages, [and] disorder prejudicial to public law and order.” According to one news report, even “national opposition to U.S. military invasion abroad” could be a trigger.

Let’s imagine a harrowing scenario: coordinated bombings in several American cities culminating in a major blast—say, a suitcase nuke—in New York City. Thousands of civilians are dead. Commerce is paralyzed. A state of emergency is declared by the president. Continuity of Governance plans that were developed during the Cold War and aggressively revised since 9/11 go into effect. Surviving government officials are shuttled to protected underground complexes carved into the hills of Maryland, Virginia, and Pennsylvania. Power shifts to a “parallel government” that consists of scores of secretly preselected officials. (As far back as the 1980s, Donald Rumsfeld, then CEO of a pharmaceutical company, and Dick Cheney, then a congressman from Wyoming, were slated to step into key positions during a declared emergency.) The executive branch is the sole and absolute seat of authority, with Congress and the judiciary relegated to advisory roles at best. The country becomes, within a matter of hours, a police state.

And –

Under law, during a national emergency, FEMA and its parent organization, the Department of Homeland Security, would be empowered to seize private and public property, all forms of transport, and all food supplies. The agency could dispatch military commanders to run state and local governments, and it could order the arrest of citizens without a warrant, holding them without trial for as long as the acting government deems necessary. From the comfortable perspective of peaceful times, such behavior by the government may seem far-fetched. But it was not so very long ago that FDR ordered 120,000 Japanese Americans—everyone from infants to the elderly—be held in detention camps for the duration of World War II. This is widely regarded as a shameful moment in U.S. history, a lesson learned. But a long trail of federal documents indicates that the possibility of large-scale detention has never quite been abandoned by federal authorities. Around the time of the 1968 race riots, for instance, a paper drawn up at the U.S. Army War College detailed plans for rounding up millions of “militants” and “American negroes,” who were to be held at “assembly centers or relocation camps.” In the late 1980s, the Austin American-Statesman and other publications reported the existence of 10 detention camp sites on military facilities nationwide, where hundreds of thousands of people could be held in the event of domestic political upheaval. More such facilities were commissioned in 2006, when Kellogg Brown & Root—then a subsidiary of Halliburton—was handed a $385 million contract to establish “temporary detention and processing capabilities” for the Department of Homeland Security. The contract is short on details, stating only that the facilities would be used for “an emergency influx of immigrants, or to support the rapid development of new programs.” Just what those “new programs” might be is not specified.

In the days after our hypothetical terror attack, events might play out like this: With the population gripped by fear and anger, authorities undertake unprecedented actions in the name of public safety. Officials at the Department of Homeland Security begin actively scrutinizing people who—for a tremendously broad set of reasons—have been flagged in Main Core as potential domestic threats. Some of these individuals might receive a letter or a phone call, others a request to register with local authorities. Still others might hear a knock on the door and find police or armed soldiers outside. In some instances, the authorities might just ask a few questions. Other suspects might be arrested and escorted to federal holding facilities, where they could be detained without counsel until the state of emergency is no longer in effect.

Martial law is a very serious possibility with it having now been established that the executive branch can exercise dictatorial powers during a “catastrophic emergency” (as put forth in the Bush administration’s NSPD-51) which is defined as “any incident, regardless of location, that results in extraordinary levels of mass casualties, damage, or disruption severely affecting the U.S. population, infrastructure, environment, economy or government functions”. With events unfolding as they currently are it is especially troubling to note that the “economy” is one of the criteria that would trigger the declaration of martial law, the current economic crisis along with the lack of will to do what it takes to make corrections rather than bailing out and essentially giving amnesty to the Wall Street looters who are responsible for it only guarantees that the collapse when it does come will be much more devastating. A recent article in The Army Times reveals that as of October troop deployments will include ‘Homeland’ duty under the command of NORTHCOM. Assignments will allow for an increased public visibility (translation: getting Americans used to seeing troops on the streets) and will have a stated purpose as follows: “They may be called upon to help with civil unrest and crowd control or to deal with potentially horrific scenarios such as massive poisoning and chaos in response to a chemical, biological, radiological, nuclear or high-yield explosive, or CBRNE, attack.” If action by the military (and the unaccountable mercenaries from privatized ‘security’ firms like Blackwater) is decided to be merited by the unitary executive and a state of martial law declared then exectly what exactly is going to happen to those “8 million” names that Ketcham writes of as “potentially suspect” who are in the Main Core database?

That Main Core and PROMIS are linked raises some extremely provocative questions in regards to intent on the subversion of the Constitution and the overthrow of the legitimate government by a shadow government using the Continuity of Government infrastructure. Ketcham also references a massive 1993 piece for Wired Magazine entitled The INSLAW Octopus that none other than the infamous rogue operative Lt. Col. Oliver North was using PROMIS for illegal surveillance purposes:

Lt. Col. Oliver North also may have been using the program. According to several intelligence community sources, PROMIS was in use at a 6,100-square-foot command center built on the sixth floor of the Justice Department. According to both a contractor who helped design the center and information disclosed during the Iran-Contra hearings, Oliver North had a similar, but smaller, White House operations room that was connected by computer link to the DOJ’s command center.

Using the computers in his command center, North tracked dissidents and potential troublemakers within the United States as part of a domestic emergency preparedness program, commissioned under Reagan’s Federal Emergency Management Agency (FEMA), according to sources and published reports. Using PROMIS, sources point out, North could have drawn up lists of anyone ever arrested for a political protest, for example, or anyone who had ever refused to pay their taxes. Compared to PROMIS, Richard Nixon’s enemies list or Sen. Joe McCarthy’s blacklist look downright crude. This operation was so sensitive that when Rep. Jack Brooks asked North about it during the Iran-Contra hearings, the hearing was immediately suspended pending an executive (secret) conference. When the hearings were reconvened, the issue of North’s FEMA dealings was dropped.


North’s involvement with Continuity of Government programs including REX 84 has long been known and while Col. North no longer is active in such programs (at least not to the knowledge of anyone) a larger part of the C.O.G./shadow government infrastructure continued to breed in darkness and secrecy and on that most glorious day for American fascism, 9/11/2001 went live under the guidance of one of its most ardent and longtime architects, Vice President Richard B. Cheney.

The secrets of Main Core, PROMIS and other variations of the monstrous tools of an out of control shadow government are the veritable crown jewels of the police state and every effort has and will continue to be vigorously employed to stifle any investigations through the official channels. Is there really any doubt that these surveillance systems aren’t being used for raw political purposes and for blackmail? How much serious opposition has the Bush-Cheney-Rove Axis of Evil met in their systematic dismantling of the Constitution over the past eight years? In the ongoing exploitation of the ‘terrorist’ attacks of 9/11 that have been used to justify each and every incursion on American civil liberties and thugs like Dick Cheney and David Addington acting as the muscle for the shadow government (as is evident in the stories linked to above) the footfalls of those little cat feet grow louder and louder.

Now if PROMIS was being used by Colonel North as a part of Rex 84 back in the 1980’s when the Continuity of Government plans were being tweaked, FEMA being set up for the eventual incorporation into the Department of Homeland Security and financial transactions as well as communications already being monitored what does that say about the current state in which we all find ourselves in? Every new police state measure has been implemented largely after being conceived in secrecy under the premise of ‘national security’ and NSPD-51 has allowed for the executive branch to issue a declaration of martial law under which the roundup of dissidents for detention (or worse) will be conducted. And this has all been non-reviewable by Congress, a supposedly (at least according to the Constitution) a co-equal branch of government. When a Congressman named Peter DeFazio was last year denied access to the NSPD-51/C.O.G. plans by the Bush administration it was yet another example of what has been a disturbing pattern. The Main Core list of potential ‘enemies of the state’, the assignment of troops to NORTHCOM, the ongoing frantic efforts of the neocons to launch a war with Iran, the threat of the Cheney cabal being further exposed, the deteriorating economy and the growing public anger at government along with a loss of faith in public institutions all add up to something very dark that is about to come to fruition after decades of planning.

None of this is about terrorism at all, it never has been. It is all about the implementation of a fascist style dictatorship in America.

Russian-Israeli Mafia:McCain & Clinton Connections(July 11, 2008) The same cancer that bankrupted the Soviet Union and the early Russian Federation, namely the Russian-Israeli Mafia — the global organized crime syndicate that uses Israeli government protection and passports to cover their illegal worldwide activities — has so thoroughly permeated the American political and business system that the FBI and U.S. intelligence agencies are virtually powerless to bring the major perpetrators to justice.

Across the United States, FBI agents have been hamstrung by the Justice and Homeland Security Departments, led by two individuals, Michael Mukasey and Michael Chertoff, whose close links to the Russian-Israeli Mafia in New York and New Jersey have seen case after case involving Russian-Israeli mobsters going un-investigated and virtually ignored.

In fact, the National Security Agency (NSA), FBI, and the military intelligence services have seen their ranks of Russian linguists slashed by the Bush administration. In most cases, Russian-Israeli mobsters use their native Russian language in their telephone conversations and email communications.

Only recently, perhaps owing to a shift within the Defense Department led by Robert Gates, has the NSA began re-hiring Russian linguists, although at a very slow pace.

Neo-con outlets such as The Daily Telegraph in Great Britain, which has also witnessed an infiltration of its government, law enforcement, and intelligence services by individuals linked to the Russian-Israeli mob, are now complaining that there are so many Russian Federal Security Bureau (FSB) agents in Britain that MI-6, MI-5, and the Government Communications Headquarters (GCHQ) are finding it difficult to battle “Islamist terrorists.”

However, the FSB is primarily a law enforcement agency that has been waging battle against the Russian-Israeli Mafia, particularly its major backers like exiled Russian-Israeli oligarch Boris Berezovsky who have been granted protection by the British government while they plan subversive activities against Russian President Dmitry Medvedev and Prime Minister Vladimir Putin.

In fact, as seen in the poisoning of Russian ex-FSB and KGB agent Alexander Litvinenko in London, there are solid links between Berezovsky, the Russian-Israeli Mafia, and Islamist guerrillas in Chechnya and abroad.

However, British intelligence, which recently suffered a major blow with the strange illness that struck the Chairman of the Joint Intelligence Committee (JIC), Alex Allan, who was found in a coma and covered with blood in his Hammersmith apartment in the London suburbs, has been unable to crack down on the Russian-Israeli Mafia infiltration of Britain since the billions of pounds in dirty money has made its way into the coffers of top Labor and Conservative politicians.

Allan reportedly had plans to return to Freemantle, Australia, where he lived with his Australian-born wife before she died of cancer. Allan had been the British High Commissioner in Canberra before moving back to London to serve as JIC Chairman. As JIC Chairman, Allan coordinated the activities of MI5, MI6, and GCHQ.

The last high-ranking British spy to take up residence in Australia was the late Peter Wright, whose book “Spycatcher,” detailed past secret activities of MI6 and MI5. Attempts by the Margaret Thatcher government to have the book’s publication banned in Australia were unsuccessful.

The United States is only second to Britain in infiltration by the Russian-Israeli gangsters in the highest echelons of government.

The Bush administration has ignored INTERPOL arrest warrants and requests for information issued on behalf of Russia for wanted Russian-Israeli billionaires like Leonid Nevzlin, Boris Berezovsky, aka Platon Elenin (suspected by Russian authorities of links to the assassinations of Litvinenko and Russian journalist Anna Politkovskaya), Arkady Gaydamak, Semyon “Sam” Kislin, Michael Chernoy, and others.

The Russian-Israeli interference in the law enforcement activities of the FBI and Drug Enforcement Administration (DEA) have hobbled major investigations to the detriment of the national security of the United States.

The FBI investigation of the assassination of retired CIA Houston station chief Roland “Tony” Carnaby, who was investigating Israeli Mossad and Russian-Israeli mob activities in the Houston area, has been relegated to a low-level and non-descript national security investigation by FBI higher ups.

The DEA and FBI investigations of the activities of Israeli “art students” and “movers” in the months leading up to the 9/11 attacks were similarly stymied by the direct orders of then-FBI director Louis Freeh and Attorney General John Ashcroft, according to a major wire service journalist who covered the Justice Department.

The Boston-based Committee for Accuracy in Middle East Reporting in America (CAMERA), funded by wealthy Jewish American private contributors and the Israeli government, “threatened” media outlets, including the Associated Press, who continued to report on the activities of the Israeli art students and movers.

The FBI has also ignored the massive thefts of personal data of American citizens. WMR has previously reported that most of the major thefts are part of a covert operation by the NSA and the Department of Homeland Security to pick up where Iran-contra felon Admiral John Poindexter left off with his aborted Total Information Awareness (TIA) system, designed to collect the most personal details of American citizens in a massive database.

A February 27, 2008, truck theft of backup data tapes from Bank of New York Mellon Corporation’s Jersey City Shareholder Services unit has the hallmarks of an organized crime heist.

Shareholders of the Walt Disney Company, John Hancock Financial Services (a division of Manulife Financial Corporation), People’s United Bank of Connecticut, and the Bank of New York were informed that their stock sale transactions may have been compromised.

WMR has learned that Disney stock holders were not officially informed of the theft of their data until June 13, 2008, four months later. Perhaps not coincidentally, a number of Israeli-owned computer services companies are now offering protection against data theft to potential customers.

In addition, Kislin was linked to a money laundering scandal involving the Bank of New York, now Bank of New York Mellon. WMR previously reported on the Bank of New York (BONY) scandal and the Russian-Israeli mob:

* Forest Hills has been identified by the FBI as a major center for both the Russian-Israeli Mafia and Mossad and it is a place where the two interests often cooperate. In 2002, OPERATION SPIDERWEB, a joint FBI-EUROPOL operation, resulted in the arrest of 20 Russian-Israeli dual citizens on charges of money laundering. The laundering primarily involved the Bank of New York (BONY), the Russian bank Menatep, and an “Internet bank” called the European Union Bank. More importantly, the money laundering network also included Benex, a firm connected to Bill Clinton-pardoned Mossad figure Marc Rich, who still resides primarily in Switzerland. . . . Benex’s office was located on Queens Boulevard in Forest Hills in the same building where Grigori Loutchansky headquartered two of his companies. Loutchansky is a Latvian-born Israeli who laundered billions through his Vienna-based NORDEX firm. National Security Agency (NSA) signals intercepts have reportedly yielded intelligence on Loutchansky’s role in the smuggling of nuclear materials. Loutchansky also was closely linked to Clinton’s 1996 re-election campaign through New York real estate magnate and Democratic donor Sam Dombs. . . . Forest Hills was also the hometown of international diamond dealer Yehuda Abraham, convicted in a plot to smuggle surface-to-air missile launchers from Russia into the United States, mere four months after 9/11, and launder the proceeds from the deal through Malaysia. The network was discovered to have links with the Viktor Bout weapons smuggling network and money laundering facilities linked to ‘Al Qaeda’ Southeast Asia affiliate Jemaah Islamiyah. Abraham, an Afghan Jew, was linked not only to Mossad but to the Saudi Royal Family.”

It is now being reported that John McCain has a severe gambling addiction, evidenced by his long bouts with the craps tables in Las Vegas.

There are reports that convicted GOP lobbyist and Russian-Israeli mob money launderer Jack Abramoff traded favors with McCain and Alabama Governor Bob Riley, who, through election malfeasance, cost Democratic Governor Don Siegelman his governorship in 2002 and then proceeded to engage in a criminal conspiracy to indict and convict Siegelman on trumped up charges.

A set of emails sent between Abramoff and Tom DeLay’s Communications Director in December 2002, emails that were never produced by McCain’s Indian Affairs Committee, show that Abramoff was conspiring with Riley, a casino gambling opponent, to keep gambling from the Poarch Creek Indian Reservation to benefit gambling on the Coushatta Indian Reservations in Mississippi.

The email also describes efforts between Mississippi Republican Governor Haley Barbour and Maryland Republican Governor Bob Ehrlich to bring casino gambling to Indian reservations in their states. Ehrlich and his staff were targets of a federal investigation linking them to a prostitution ring involving Pamela Martin & Associates escorts and Shirlington Limousine, which ferried escorts on behalf of individuals and lobbyists linked to Abramoff in the Washington, DC and Baltimore areas. That investigation was shut down after George W. Bush’s re-election in 2004.

McCain has also been linked to Russian aluminum tycoon Oleg Deripaska, another member of the Russian Mafia who has been denied an entry visa to the United States. Deripaska, unlike his Russian Jewish comrades, has maintained good links to Putin. Deripaska has also figured prominently as a supplier of aluminum to the European Airbus aircraft frames to be used in the production of the US Air Force tanker plane, a contract pushed hard by McCain and his top campaign advisers, some of whom were lobbyists for Airbus.

The Russian-Israeli mob infiltration of the McCain campaign is only the continuation of a cancerous infiltration of the American body politic that began with the takeover of the Senate office of Washington’s Henry “Scoop” Jackson by anti-Soviet Jewish “neo-conservatives” in the early 1970s and blossomed into the full scale coup witnessed in the presidential election of 2000.
